Government-licensed Indian skilled worker recruitment for Russia — construction trades, oil & gas crews, industrial operators, supervisory roles. Patent and work-permit pathways. 40+ years.
Arman Consultants is a Government of India licensed overseas recruitment agency (License No. 000140/BOM/PROP/1000+/3/436/84) supplying skilled Indian workers to Russian employers across construction, oil & gas, industrial, and infrastructure sectors. Operating since 1984, we have an established track record of Russian deployments and provide structured recruitment under the Patent and work-invitation pathways through which third-country workers enter Russia.
Russia maintains substantial demand for skilled foreign workforce across construction (driven by infrastructure investment and post-pandemic urban development), oil & gas (driven by sustained production and field maintenance requirements), industrial production (manufacturing and processing), and logistics. For Indian workers, the pathway operates through employer-sponsored work invitations (приглашение на работу) followed by Patent (патент) regional work authorisation or full work-permit processing depending on role and region.
Whether you are a Russian construction main contractor sourcing welders and skilled trades for major projects, an oil & gas operator hiring rotational technical workforce, an industrial enterprise scaling production workforce, or a logistics operator across the Russian Federation, we provide end-to-end recruitment with documentation, attestation, and visa coordination handled in-house.
Send your requirement. We respond within 24 hours with candidate availability, Patent / work-permit pathway analysis, and mobilisation timeline.
Russian recruitment operates under a distinct regulatory framework with the Patent and work-invitation systems requiring careful documentation and regional compliance. Our 40 years of overseas Indian workforce deployment includes substantial Russian experience and current operational relationships.
Continuous overseas recruitment since 1984 with sustained Russian and CIS deployments. Our memory of Russian regulatory evolution gives us pathway fluency that newer agencies lack.
End-to-end pathway management for the Patent (regional work authorisation) and full work-permit (разрешение на работу) routes, including invitation processing and regional registration coordination.
Welders, NDT inspectors, pipe fitters, HSE officers, rotational technical workforce for Russian oil & gas operators. ASNT/CSWIP credential management aligned to Russian operator audits.
Welders (TIG, MIG, SMAW), pipe fitters, masons, electricians, HVAC technicians, civil supervisors — full trade spectrum for Russian construction and infrastructure projects.
MEA attestation, Russian Embassy attestation, document translation, and notarisation — handled in-house through our Mumbai operations.
No candidate fees. Fully compliant with eMigrate framework and international ethical-recruitment standards.
We supply across the sectors with structural Indian-workforce demand in the Russian Federation.

Work invitation (приглашение на работу) — employer-sponsored invitation processed through the Russian Ministry of Internal Affairs migration directorate. This is the entry point for the formal work-permit pathway, suitable for skilled and supervisory roles.
Work permit (разрешение на работу) — full work-permit category for skilled and qualified workers, often used for oil & gas, construction supervision, and engineering roles. Issued for specific employer and region.
Patent (патент) — regional work authorisation primarily used for blue-collar workforce in certain regions. Monthly Patent payment requirement applies. Less complex than full work-permit issuance.
Document attestation — Indian-issued certificates, qualifications, and supporting documents typically require MEA attestation and Russian Embassy / Consulate attestation in Delhi or Mumbai before submission. We coordinate this end-to-end.
Our six-step recruitment process has been refined across four decades of russian recruitment deployments to the GCC. From initial brief to candidates arriving on site, every stage is managed by a dedicated lead so you always have one accountable point of contact.
You share roles, candidate counts, technical specifications, target deployment date, and destination country. We respond within 24 hours with capacity confirmation and a realistic mobilisation timeline, flagging any certification or documentation considerations up front.
We activate our India-wide recruitment network — regional sourcing offices, trade-test centres, and our continuously refreshed candidate database — to identify the workers best matched to your russian recruitment requirement.
Each shortlisted candidate passes our five-stage assessment: skills evaluation, practical trade testing at a certified centre, credential and document verification, background checks, and a structured in-person interview.
We submit shortlisted CVs for your review and coordinate video or in-person interviews, with our team facilitating and translating where needed.
Once candidates are selected, we manage emigration clearance, medical examinations, certificate attestation, and consulate visa stamping for the destination GCC country.
We coordinate travel, deliver a pre-departure briefing on labour law and workplace expectations, and follow up after arrival through the first 90 days.
Russian skilled-worker demand remains structurally strong across construction, oil & gas, industrial production, and logistics sectors. The post-2022 reorientation of the Russian economy has further intensified demand for third-country workforce as traditional European labour-supply patterns have shifted, opening expanded opportunity for Indian workforce intake across multiple sectors.
For Indian workforce specifically, Russia offers established pathways, competitive remuneration for skilled trades, and operational environments where Indian workers have a long history of successful integration. Russian oil & gas operators in particular have maintained continuous Indian-workforce intake across project and shutdown cycles for decades.
For recruitment partners, the deciding factor in this market is documentation discipline combined with pathway fluency. The Patent and work-permit frameworks each have specific requirements that must be met precisely — missing documents or incorrect attestation create delays that can cascade through project schedules. Our four-decade Russian recruitment experience translates into operational reliability that newer agencies cannot match.
Our standard Russian engagement covers India-side sourcing, trade testing (welders, NDT inspectors, technical roles), document attestation through MEA and Russian Embassy, work invitation coordination with the principal employer, visa stamping, PoE clearance, and Mumbai-to-Russia airfare on agreed mobilisation date. Service charges are billed per worker to the principal employer per service agreement — never to the candidate.
For oil & gas rotational workforce specifically — typically the most complex Russian recruitment scope — we offer dedicated programme management with structured rotation planning, demobilisation coordination at rotation end, and continuous candidate pipeline maintenance for multi-rotation operators.
Russian Recruitment recruitment is not generic manpower supply. Each sector has its own certification expectations, its own technical standards, and its own pace. A worker who cannot perform on arrival costs you time, money, and credibility with your client. Our 40-plus-year track record exists because we treat sector specialism as fundamental, not optional.
Our recruitment licence (No: 000140/BOM/PROP/1000+/3/436/84) is issued directly by the Government of India Ministry of External Affairs. Every worker we deploy is recorded in the official emigration system, every visa is processed through legitimate channels, and every placement is fully documented. Unlicensed agencies expose employers to deportations, project disruption, and serious compliance risk — we eliminate that risk.
Our russian recruitment recruitment is staffed by people who understand what they are recruiting for — the trades, the certifications, the technical vocabulary, the operator approval processes. This is the difference between a CV that looks right and a worker who actually performs on site.
Active candidate pools and established mobilisation procedures allow us to deliver bulk workforce on tight schedules without compromising our screening standards. Whether you need ten specialists or several hundred crew members, the same quality discipline applies.
Yes. Russia and CIS have been part of our continuous deployment footprint for decades, including current oil & gas, construction, and industrial workforce supply.
For pre-screened candidates with documentation ready, 60 to 120 days from work invitation issuance to landing is realistic. Oil & gas rotational deployments with established operators can be faster.
